Phyllis J. McQueen is the Head of Teacher Education at the University of Rio Grande/Rio Grande
Community College, Rio Grande, Ohio. Before joining URG/RGCC six years ago, McQueen served as
Superintendent of Schools for Oak Hill Union Local School District in Jackson County. Prior to this,
she was the Director of Special Programs for Northeastern School District in Clark County where McQueen
later served as the Executive High School Principal in for the districts’ two high schools. Earlier
in her career, she taught in both public and private schools, and worked as Coordinator of Gifted
Programs in Franklin County.
McQueen holds a B.S. degree in Elementary Education from the University of Akron, a M. Ed. in
Administration from Xavier University, a M.A. in Middle Childhood Education and a Ph. D. in Education
from The Ohio State University.
