Career Ladder Proposal and Master Teacher Definition are in development

The Professional Policies Committee (PPC) has been working with the Center for Teaching Quality to develop the mandated “career ladder” proposal, and has made decisions on the fundamental components of the system, which will:
• Be anchored in the standards, underscoring the relationship between high quality teaching and student learning;
• Define multiple and diverse opportunities for teachers;
• Create and sustain a community of practice;
• Exemplify the fundamental responsibility of professional growth for the individual and the system.

The Center for Teaching Quality is developing a draft that will incorporate the philosophy and ideas of the ESB into a format that includes a preamble, principles, definitions, eligibility, components, support, management, compensation and program evaluation.

ESB committees and members will review new versions of the proposal in May, with plans to present an advanced draft for intensive discussion at the June retreat.

The Master Teacher definition is expected to evolve within the career ladder. ODE is exploring two questions for ESB: the intent for reporting Master Teacher designations on the state report card, and the timeline of when Master Teacher numbers will appear.

Standards Committee at Work on Principal Standards

After hearing an analytical presentation on Principal Standards from McREL, a research-based school improvement organization, the Standards Committee of the ESB asked McREL to advance its analysis comparing the content of the Ohio Standards for Principals indicator level to research, focusing on situational leadership; ensuring a logical progression of elements from proficient to accomplished; and conducting inter-rater reliability on ratings. A similar process for the Ohio Standards for the Teaching Profession was followed using the Educational Testing Service.

ESB Recommends Two Endorsement Programs in Mathematics

The Board is recommending that the State Board of Education implement a pilot program to create two endorsement programs: one that would enable licensed mathematics teachers at the adolescent young adult level to become licensed at the middle childhood level, and a second to enable licensed mathematics teachers at the middle childhood level to become licensed at the adolescent young adult level.

New Members Will Join Board in July; vote on New Officers Set for June

At its May meeting, the State Board of Education appointed three new members to the ESB and renewed the membership of six others, all for two-year terms beginning in July.
The new members are:
• Anne Lippert, vice president, Academic Affairs, Ohio Northern University;
• David Andrews, dean, Colleges of Education and Human Ecology, The Ohio State University ;
• Julia Henderson, Silverton Paideia School, Cincinnati Public Schools, Cincinnati.

The members who have been re-appointed are:
• Mickie Sebenoler, Columbus Public Schools, Columbus;
• William Shriver, Mount Vernon High School, Mount Vernon;
• David Axner, Chagrin Falls Exempted Village Schools, Chagrin Falls;
• Deborah Ciecka, Owens State Community College, Toledo;
• Julia Simmerer, Brunswick City Schools, Brunswick;
• Jerry Oberhaus, Liberty Center Middle School, Liberty Center.

The final meeting for outgoing members will be the June retreat, where they will retain voting privileges. New members will be invited to attend the June retreat.

In June, the ESB will vote on a chair and vice chair for 2006-2007, with one-year terms beginning in July. Members can continue to submit their written intention to run until the vote at the June meeting. The new officers will appoint the three committee chairs.

Update on Awareness Toolkit CD

The Awareness Toolkit CD is undergoing final revisions, and distribution to stakeholder organizations is expected to begin in early summer. The toolkit is designed to increase awareness and understanding of the new standards and how they may be used by individual educators to impact their practice.
